With reference to paragraph 3 of the despatch
to the Governor of Hong Kong, No:13%, of the 13th May, I now wish to recommend Mr: Thomas Dallin of the Exchequer and Audit Department for appointment as additional Assistant Auditor in Hong Kong. Mr:Dallin e tered the late Colonial Audit Branch of The Exchequer and'Audit Department on the 22nd February 1904 and served as Assistant Auditor in Southern Nigeria from 6th October 1906 to 20th October 1909 when he was invalided home. He has, since the latter date, served on the home estab- lishment of the Exchequer and Audit Department. He was medi cally examined by Dr:Daniels (acting for Sir P.Manson) on the 12th May and certified to be physically fit for service in Hong Kong. If my recommendation is approved Mr:Dallin should leave England sufficiently early in July to arrive in Hong Kong about the 1st September and I would ask that the Crown Agents may be instructed to take a passage for him and to ad-
vance him the amount of one month's salary.
